The Division of Health Policy and Economics focuses on the organization of the U.S. healthcare system, particularly the delivery system (e.g., physicians, hospitals, and post-acute care facilities), on relationships between the delivery system and payers (such as health insurers and Medicare), on payment methods, and on processes to improve quality and control costs in healthcare. We ask: what types of organizations, what types of incentives, and what types of processes improve healthcare? We study the evolution of changes in the organization of physician practices, hospitals, and nursing homes, of changes in processes used to improve care, and of changes in incentive methods such as pay for performance and public reporting. We pay special attention to racial/ethnic and socioeconomic disparities and to unintended consequences of incentive policies. We seek to create useful policy recommendations and new ways to provide healthcare.
